Of course government policies and subsidies could speed these developments even further. But the turn toward carbon-free renewable energy sources seems to have enough momentum from market forces to continue even if leaders of countries, like ours, are set against mandating the shift. NDP environment critic Alexandre Boulerice said subsidies to fossil-fuel companies and buying pipelines, like the federal government’s $4.5-billion purchase of the Trans Mountain pipeline earlier this year, run counter to the government’s climate-change claims.

The steep rate of increase sends a strong signal to the market that will accelerate the transition, already under way, to a clean energy economy. Such an ambitious price would not be possible without returning revenue to households. In fact, a study of this policy from Regional Economic Models Inc., found this approach would actually add 2.1 million jobs to the economy in the first 10 years.

The clean-fuels standard is on top of the carbon price that will be applied to input fuels in provinces that don’t already have their own starting next April.
