New standards for solid and gaseous fuels will be introduced later, with a goal to cut at least seven million tonnes of emissions from them by 2030.

And there is a role for smart regulations. Some, such as fuel-efficiency standards for new vehicles and bans on incandescent light bulbs, work like hidden taxes by outlawing cheap, but energy-hungry options. Rules that demand less wasteful consumer technology are a kind of sweet spot – the cost at the cash register can be offset by lower bills down the road.

Late last month, a bipartisan group of lawmakers in the U.S. House of Representatives introduced legislation to place a fee on carbon and allocate all revenue to households in the form of a monthly dividend. Under the policy outlined in their bill, known as the Energy Innovation and Carbon Dividend Act (H.R. 7173), a majority of families, particularly low- and middle-income, will receive more money from the “carbon dividend” than they would pay in increased costs associated with the fee.

Efforts in the agricultural sector alone could reduce up to 15% of agricultural methane and nitrous oxide emissions by 2050, a total of 0.8-1.4 gigatonnes of carbon dioxide equivalent per year (GtCO2e/y), at an already low cost of US$20/t CO2e. Dietary changes in overconsuming countries could contribute additional reductions of 0.6 Gt CO2e/y, a total emissions reduction of 23%.
